Good Morning,
I cannot recommend using an existing steel handlebar made for a standard stem clamp for an Handlebar-Stem-Combo. I make those regulary and ended up with getting my own CrMo Handlebars made for this purpose.
Hey, I am german and, even worse, an engineer, so it is natural that I have an addiction to paperwork. :-) I got my combos endurance and max load tested by velotech.de and found that they are strong, but not overbuild. And the handlebars I got made have a wall thickness of 1.3mm in the 1" centersection, so be careful with thinnerwalled handlebars made for the usual stem clamps!

Reviving an ancient thread here -- can anyone tell me how they manage swaging the center section of CroMo bars? Is it an in house technique or a send-out? I'd like to do some experimenting with my JD bender over the winter, and would like to do 31.8 stem clamp diameters. Thanks for help

I don't think there are too many builders that bulge form their bars, if that's what you mean. The Paragon shims that I mentioned above or sleeves are what I normally see. SP421 - aluminum Shim
sp4020 is silver. Somehow they managed to break their website on my browser.

And as Rody says, the amount of swaging (or bulge forming) required to go from 1-1/4" to 0.875" at the grips is too much/bad for durability.
