It definitely needs water (or some other liquid, like a broth) to steam and create pressure. I would imagine a steamed meatloaf would come out kind of like a steamed cheeseburger, probably won't have that crisp on the top. I think a meatloaf is something I'd save for the oven.
I really like soups, stews, grains, hardboiled eggs, etc in mine. Meats do pretty well if you braze them first IME.
