Chris Bishop I believe. Note the pieces that have been turned down, brazed in place and the drilled, counter-bored and tapped. Not simple to do.

You can turn a cap as Chris did or you can braze in a plug. I usually go the plug route. I have a series of drilling, counter boring and tapping photos starting here and several examples of the finished product on my flickr site

Just an FYI....If you have access to back copies of Bicycle Quarterly, Bob Brown detailed this in, I believe, Vol 5, no 3 (Spring 2007).

My faema hampsten has the same treatment (that Martin did) - it looks great and has held up very well.
