To put things into context, the "dress shirt" was considered to be a piece of underwear, to be worn under a coat (jacket in American) when men were expected to always wear a coat in public.
Wearing an underwear, with or without sleeves, under an underwear has two implications, from a historical standpoint. I think the implications are still applicable today, regardless of where you live.
Just be true to and comfortable with yourself.
