It's tied to the eras when steel was the material of choice.
Typically, a sprint and kilo frame had 24mm blades while a pursuit and all-around event frame had 22.2mm blades.
This is a generalization, not a definitive statement about what was used across the board.
PS We're talking track bicycles here, not fixed/single gear bicycles used for other applications.
Stiff in every direction and no need to compensate for braking vectors.
